The Regular Quarterly Meeting of the Board of Directors of the Potter-Tioga Library System was called to order by President Jeff Wilkinson at 7 PM.

After introductions, the Minutes of the July 8, 2008, meeting were approved as presented.

The 2009 state appropriation will remain the same as last year: Tioga County $221,226 and Potter County $118,540. A meeting was held with the Tioga County Commissioners on September 24 but no increase of county funds was promised. Potter County Commissioners were asked for a $5,000 increase.

The Budget Committee met October 3. Their 2009 proposal was reviewed, noting a cost of living increase of 5.9% factored into the System Librarian's salary. Most other figures were little changed. It was recommended each library try to increase librarians' salaries as well. After discussion, Trindell's motion for acceptance was seconded by Walizer and carried. The committee extended thanks to Laurie for her budget meeting preparations.

Librarian's Report:
-Circulation statistics for the 2nd quarter, 2008 were reviewed. Laurie mentioned that many unneeded large type books could be given away to nursing homes, etc.
-Financial summaries were reviewed.
-A little over $10,000 has been distributed to libraries in the system for library Statewide Card Reimbursements for out of service area loans. This is distributed twice a year.
-GRANTS
Potter County still has not received the Scarnatti DCED grant. The LSTA grants for Pre-School Connection were approved for all system libraries that applied for them and training is underway for those librarians.
-The County Coordination Aid budget for 2009 will be about $48,000. Librarians determine how it shall be spent and in the past have used it for reading programs, DVD and audio programs, summer reading programs, etc. The money cannot be just distributed among the libraries.

News from member libraries was shared.

The next meeting of the Board will be at the Green Free Library, Wellsboro, January 10, 2009, at 10 AM.
