The Regular Quarterly Meeting of the Board of Directors of the Potter-Tioga
Library
System was called to order by President Jeff Wilkinson at 7 pm.

After introductions, the Minutes of the July 11, 2006 quarterly meeting were
approved as presented.
Jeff Wilkinson, representing the Budget Committee, presented the proposed 2007
budget, totaling $107,832, a 6.87% increase over the 2006 budget. After some
discussion, Lynn Coolridge moved that the budget be approved. Colleen Hyde
seconded the motion and it was approved unanimously.
Laurie explained that the State Library wants state aid to be distributed in the
same amounts as in 2003. County Aid will be adjusted to keep to our formula
totals. A breakdown of the distribution will be emailed to the librarians.
The board discussed the 2007 appropriation request to the Commissioners. Tioga
County increased the amount for 2006 by $2500 (from $51,700 to $54,200) while
Potter County remained the same ($35,000). It was decided to ask both counties
for $5,000 more.
System Librarian’s Report:
- Circulation statistics for the 2nd Quarter were distributed and reviewed.
- Financial summaries to date were distributed, reviewed and accepted as
presented.
- Statewide Library Card Reimbursement of $10,433.13 was distributed on 8/16/06.
- Financial reviews and audits were all received and sent to the State Library
on 8/4/06.
- Shelby Kinsey of Blossburg received an LSTA grant to complete her MLS. The
conversion of records at Galeton, Genesee, and Oswayo Valley has been completed
for the LSTA Automation grant. The hardware has been purchased and plans for
installation have been made. Training will be October 16, 17, 23, 24 and 25.
When the bar-coding and patron re-registering is done, the system will be ready
to use.
- A new Jeep was purchased at Costy’s in Mansfield to replace the 10 year-old
Jeep. With trade-in, the cost was $19,000, paid from the Depreciation Fund.
- Laurie and Jeff met with Mike Wetzel and Darlene Peasley of the Coudersport
Library to negotiate paying for the extra hours needed to meet the headquarters
library standard instead of having System personnel work those hours. Colleen
Hyde moved that this plan be approved, was seconded by Sue Crawford and carried.
News from member libraries was shared.
The next meeting will be at the Gmeiner Art Center in Wellsboro on Saturday,
January 6, 2007 at 10 a.m.
